A reader has clarified some of this for me. Apparently, the means testing is to be done by the bankruptcy attorneys. (Again, not a new government bureaucracy.) They don't like it; it's an unfunded mandate for them.
But it reinforces my point... BK attorneys are going to find any way possible to make sure people file. They're going to find every loophole in the legislation, and poor innocent consumers' access to bankruptcy will not be impeded. All that stuff about this bill preventing people from filing is a huge red herring.
